China’s 20th Central Committee of the Communist Party (CPC) held its fourth plenary session in Beijing from October 20 to 23, setting the country’s economic and social development agenda for the 15th Five-Year Plan period (2026–2030). The session identified major objectives to guide China toward achieving socialist modernization by 2035.
The communique emphasized high-quality development, science and technology, people’s well-being, innovation, and reform as priorities for the next five years, describing the period as a critical link between past achievements and future progress.
China plans to accelerate the creation of a high-standard socialist market economy, improve macroeconomic governance, and foster steady long-term growth. Policies will encourage trade innovation, two-way investment, and high-quality Belt and Road cooperation, while public well-being, including employment and housing, remains a key focus.
Scientific innovation and industrial transformation will strengthen technological self-reliance, promote breakthroughs in key technologies, integrate science with industry, and advance the Digital China initiative.
The plan also reinforces a people-centered approach, improving quality of life, expanding social security, ensuring equal access to services, promoting green development, and modernizing national security. China aims to modernize its industrial system, upgrade traditional industries, boost domestic consumption, expand investment, accelerate rural modernization, and promote regional coordination.
The fourth plenary session lays a roadmap for China’s growth from 2026 to 2030, balancing economic transformation, technological innovation, and public welfare as the country prepares for long-term modernization by 2035.
